A mysterious department of the Legion of Unity its men have a tendency to appear in the most unusual places. Their black uniforms are even regularly seen outside the borders of the Union. The Department is viewed with some trepidation within the Union; its soldiers appearing in the background of gas explosions, on the edges of disease quarantines and at scenes of unexplainable deaths. The presence of the “Black Crows” in a community is generally regarded as a dark omen. The Department is also noted for seconding expertise from other branches of the Legion and from the College and Guild.

Officers and soldiers of Department S are generally unwilling to explain their business or even the purpose of their Department.
