Although many were expecting the Chancellor, Bastian Velen, to be voted into the Council, this was not to be. He announced that he was withdrawing from the competition, showing a signed document from Madison Bourne promising that unless he could create a seat for the Chancellor on the council within 18 months he would step down.
Bourne has been given an introductory diplomatic role by the Council, placing him in charge of negotiating trade deals with the Fallen for the time being.
