The Cartel of Milliners

The Cartel of Milliners are known by many different reputations. Some say they are violent raiders, descending upon a passing fragment, stealing their best and brightest - their youngest, most beautiful and most talented - and leaving again as fast as they arrived. Some prize them as great seers, claiming that they have forseen great Storms long before any other evidence of them has appeared. Some claim that their mineral and technological wealth outstrips any other Clan that they have met, and in the dark factories of their Fragment, great wonders are produced.

All are agreed on one thing, however: Whatever the Cartel may be, they sport the most excellent hats.
